Le Farfelu sur Rouen

If you're looking for a small neighborhood bar, this is a real find. Just steps from the Saint-Maclou church, the location is ideal. The drinks menu is appealing: good beers and carefully crafted cocktails. A particular favorite is the Normandie Mule. All this at very reasonable prices (plus happy hour from 5 pm to 7 pm). And what can I say about the owners? They're lovely. If you're in the mood for a snack, I recommend the tenders—the best I've had in a bar in ages! You can also find board games, darts, and sometimes DJ nights or live bands.
